Victims of tyranny and the squandering of public finances, the inhabitants of the state of Lucca demand without further delay a change of governance: "The excess of the evils under which the unfortunate country of Lucca groans forces the petitioners to ask you name of their citizens some relief from the despair in which one is ready to abandon oneself. Oppression and violence have reached their peak; while in all France and in a large part of Italy a system of equity is established and only honest people are employed, were there only the small state of Lucca or the despised individuals of all the people exercise the most terrible tyranny over us with impunity, who is excepted? We do not want to bother you with the story of all the revenge and injustices that the rulers have committed since their installation; but what capped the general execration was their last conduct during a horse race; the Lucquois soldiers having killed a horse which the rider could not stop in its ardor and committed disorders, all the people protested against their indiscipline and their brutality. The day after, several of the first citizens were arrested and it took the full authority of Civil Commissioner Delmer to free them. A few days ago they imprisoned one of the oldest and most respectable citizens of the city, for having written to his brother in Rome that he had been forced to put all his corn in the public store and that he believed it. unfair. It was again the French authority which, convinced of the falsity of the report which had been made, delivered it on the spot. But the evils, general, to which these same French authorities of Lucca can bring no remedy, it is the total exhaustion of the finances, the alienation of all the resources of the State, the dreadful waste which we exert all days. It is not to provide for the needs of the French army, but to appease the insatiable greed that the rulers have to enrich themselves and their satellites that they exert the most incredible violence on the owners to make money out of it. We will only tell you, and you are in a position to have it verified, that the ordinary rents of the State did not exceed 80,000 ecus per year, and that the present Government increases the expenditure to 280,000 ecus. It will seem incredible to you; but that is true: it is to make up for this enormous deficit that we are forced to pay the ordinary taxes of four years in a single payment; that is why we have been burdened with forced loans and a new tax of one and a half percent per month on rents”. In view of the situation deemed untenable, the petitioners propose a list of twelve names to form a provisional government and three names for a police committee. “None of the citizens designated above may refuse to accept the functions in question, under pain of a fine of one thousand crowns, payable within forty-eight hours and payable to the public treasury. No one will be able to obtain his resignation until after having exercised a function for two months. None of the members will be able to claim any kind of salary, all having to fulfill their function free of charge (…)”.
