A comparable object, coming from the David Serra collection in Barcelona, is described in the book Art of the Dogon by Jan Baptist Bedaux (page 43). According to this author, this object he names "Dolaba staff-seat" is used during the sigui ceremony which takes place every 60 years. The last sigui started in 1967.

The proposed object here has been collected in a halmet near to Wakara, at the North of the Dogon country (Mali).

Dogon : Dogon people live in Mali, more precisely on the Bandiagara cliff. The most valued pieces are statues and ritual masks worn during the "Sigui", a ritual danse organised every 60 years.
